How do you use the officer's spyglass?

Use the mouse wheel to cycle through your weapons until it comes up, then hold down the right mouse button to use it.

Yeah, go it.

Seems like the spyglass is often disabled server-side. Tat was the problem I was having: it not coming up at all with the mouse wheel cycle.

Still don't understand why. It's not really like it's a piece of kit that's easily abused.
