I am very new to this game and I have a quest to get 9 cattle.

I went to another village and bought nine cattle. The elder said they would be delivered to me but I haven't got them.

Do I have to go somewhere to get them? They are not in my inventory.

You have to herd them on the world map to where they're needed. They basically run straight away from you, so just stay behind them and adjust their course as necessary.

I just say NO to cows and spies requests. There is no penalty for saying NO.

What GeistSR said, + they should appear on the map outside the village when you leave it (if it works the same way as in the original game, anyway).
Herding cattle in these games is a giant pain in the ass. I understand there are mods to make it easier, though.
