I admit the last time I played the game was many years ago, but I think the game was not as fast as this. Especially on the dirty tracks it feels like I have a rocket up my butt. Is there such an issue or am I the only one?

I played this game today and I felt the same.
I played this back in the days when the game was new on the PlayStation and also on the PC in 3dfx with a Pentium 200 and a Voodoo 2. But I can not remember the game being that "fast". It is not that the game runs too fast but it feels too fast in terms of the controls.
In the other threads you can find about the various commands and I experimented with the -FrameRateMax Setting. Usually I'd go for an unlimited Framerate especially when you have a 120/144Hz Monitor but in the case of Moto Racer I felt that everything above 30 got this weird control feeling, even though the 30FPS don't feel that smooth in terms of the speed feeling.
