It appears that this version of MK4 doesn't have an options menu available in the listing. Yet it does in the console versions that I know of.

Also, when it says controller support, what is it implying? Because, I have an X-Box One controller for PC that I use but the game doesn't seem to detect it at all. I'm wondering if it means the controllers of it's time or I'd need something like a Logitech controller or something?

You need to press F2 to get the options menu. Select Joysticks, and then see if you are able to select your X-Box One controller. I don't have one myself, but have something non-X-Box (a Madcatz Fight Stick) that works well.
