Honestly, I think the Hacker quest chain is repeatable just due to limitations in the old code. Quest tracking is very simple, so when a quest chain is "finished" there's no flag to prevent it from being started again. You can even go back to the cavern under Sorpigal, get the vellum scroll again, and repeat that entire quest chain if you like.
