So I've seen other post from people with similar problems so I doubt I'll get an answer but pretty much for some reason in might and magic you have to buy skill from a shop instead of learning it from someone. This would be no problem except the shop doesn't carry any bow or weapon skills at all that i can teach my mages >.<

I had a problem like this before where I didn't choose perception as a starting skill and it never appeared in my game as purchasable making the game unplayable.

Does anyone know if there is a way to trick the game into resting the shops? I've tried everything I can think of I've waited for months outside the town since aging and food doesn't exists in mm9. I've tried buy as much of the shop good as i could from the shop to try a force a restart. that's actually all i tried lol, if anyone has idea I'm all ears, otherwise I might start over a keep a save right before the end of tutorial island so I can save scum the game to give me skills I need >.<

Just wait. How long did you wait? Really months, or was that a figure of speech? In my game they restocked pretty quickly. In fact here is a list of stores with restock times:

I missed a skill or 2, but it was never a major problem. They often show up as random loot, and if not sooner or later a shop will have them.

Yeah at this point I gave up, I did go to another town and they had only 1 bow skill and 1 spear skill which wasn't very helpful. from what I can tell the shops are supposed to respawn every couple of weeks but for some reason the bookshops are tied into the region respawn and not the shop respawn which means they respawn every 6 month to 2 years depending on the location :/

it's just another great glitch found in MM9 lol

The library's or any store's selection is set the first time you enter it. So you could just save before entering and keep reloading till you find what you want.
In order for the shops in a given area to reset their stock, you have to spend time outside the region the town is located in. If you just park outside of Drengheim for a month and then go back in, the shops stay the same. Spend that month in Sturmford and then go back and the shops will reset.
I gave up and went back to playing MM6 but if I go back I'll try that
