I've picked up two artifacts, i don't remember the rings name as i sold it, but i just got 'The Staff of Elements' and both of them have/had 'of water' (with the staff also having 'of fire' 'of earth' and 'of air')
So my question is, what does 'of water/air/earth/fire' actually do? i didn't see any resistances appear on my stat page, and when i was using the 'of water' ring, my water spells did not seem changed at all.

I never worked it out in MM8 but in MM7 I tested "of AIr" by casting Fly with and without the "of Air" addition. The difference was about 20% (8 hours vs. 9.6 hours) if I remember correctly. I can't image MM8 is much difference. But try casting something with a time limit with and without and see how that time limit changes. That would give you the amount of enhancement "Of xxxx" gives to spells. .
I seem to recall that the "Of X Magic" gives a +2 or +3 bonus to the relevant magic skill.
If you right click on the skill in the skills menu it should tell you the bonus you have. You can't stack multiple bonuses on one skill though.

this seems to be correct, i checked my bonus to my skills without the staff, and had nothing, put the staff on, and it seemed to give me +50% bonus, as in my Fire, Air, Water, Earth, are 4, 4, 7, and 2 respectfully, and the staff gave me +2 fire and water, +3 Water, and +1 Earth.

Yes, it's 50%. Also right is that you can only have one of those active at a time.
