i downloaded this game and changed the compatibility for the game, when i got to the party creation screen the animation for the flames and the 2 arrows that shows what stat you selected to increase, was going about 100 RPM, i know that this is not normal, so how would i fix this?

I've also only seen the fast animation at character creation. Several hours into the game, and nothing like it is showing again. As DrIstvaan said, don't worry about it.

Have played through MM6 recently on a modern computer and those animations during character creation are the only speed-related problems I know of.

I'll echo that it's not a problem in-game - you'll never see it again. Incidentally, I have the same problem with Thief 1 and 2 on the equipment loadout screen, but the games themselves play without issue.
