I have Windows 10 64bit and can not run mm9. Getting error code 0xc0000022. Can any one help.

Try activating DirectPlay.
Open Control Panel, then go to Programs > Programs and Features > Turn Windows Features on or off. Expand the Legacy Components section and tick DirectPlay, then click OK.
Beware: some antivirus could interfere with this process, so disable it temporarily if you can't activate DirectPlay.

It worked for me but I still have to try and run the program several times before it works. Plus I never could fix the problem of a black screen at night unfortunately.
