Wine always tells the wrapped program that it is an administrator, independent of the permissions of the Linux user running Wine. The Windows version should not require administrator access unless the DOSBox it accesses is also run as an administrator. As far as I know, Wine does not provide a way for wrapped Windows programs to access memory of native Linux programs. Since the program is based on accessing DOSBox memory, that is likely why it does not work on Linux. You could try running a Windows version of DOSBox under Wine on Linux, then running this external program also under Wine. I don't know if Wine will permit sufficient cross-process manipulation for that to work.

Yes, you are correct. The ASE and Goldbox companion works this way (wine dosbox and wine ASE), but I've not been lucky with WAW with the same technique.
