Anyone has any idea how they did it? Is there any way to manually change it?

Can you elaborate a bit more? Did you install the game in one location and then manually move it to a new location?

If you're using Galaxy, have you tried verifying the installation?

Yes I moved it manually and no it's not through galaxy, but i should be able to move it in my opinion why would the dlc be protected by the installation path, what if i would have the game installed on an external drive and move it around, that would be catastrophic

I don't think that means the DLC is protected, just that the program isn't portable. Usually when a game is installed, registry files and/or config files are updated with that original install location. Since you moved it manually, those files are not updated and that could be why the DLC isn't working. Since you didn't use Galaxy, I would recommend reinstalling to the new file path using the offline installers. I know that it's a large file size and install, but it might be your best bet.

I also understand your point that you should be able to just move the folder. Some programs and games are portable and I just copy and paste the installation folder when I want to change the file path. But a lot of programs I end up having to reinstall because something breaks due to the change in file paths so I end up always keeping the offline installer as a backup.
