I know this is an old game, but I wonder the game meant to be support better audio system then Stereo? There's 4 settings in the options two speakers, headphones, quadro and surround.
So, I just wonder the game technically support any surround sound or just stereo and I try the impossible.

There are sound drivers available on Internet for this game, that enable other sound then stereo.

I think if you have EAX-compatible sound card, it will play surround even without these drivers, but I may be wrong (possibly for EAX effects on modern OSes you'll need stuff like Alchemy for Creative SoundBlaster (X-Fi or Audigy) (it can be downloaded on Creative website)).

Thanks! I will try the mods and tweaks. Well, my soundcard should have EAX supports, it's a ASUS Xonar DSX which can emulate the EAX and other MS sound driver under Vista/7. For example I can run AVP classic or System Shock 2 with true 5.1 surround sound.
Because EAX doesn't really work on Windows since Vista, I have noticed in another game, Splinter Cell, that GOG.com has hacked or modified the game and removed this option. So on that game, even on a Windows XP machine, you can't enable EAX.

Something similar could have been done to this release...
