Change cycles to 70,000 without comma, that works

For me the only problem MOO2 has in Dosbox is the stuttering sound. A fix for this has been posted in another thread some time ago. Dosbox is using another IRQ than MOO, so either change the one in dosbox config or in dig.ini so that they are the same ;)
