I thought in the original MOO2 there was space combat. Did something change? All i get is either victory or defeated

You need to tick "Tactical Combat" when creating a new game. It's on the screen where you choose difficulty, galaxy size etc..

Note that once you've activated it, it will remain activated for future games unless you turn it off.
