So, I recently re-installed MoO1 and have been rediscovering all of its joys. I have noticed, however, something odd. It seems that even when you have a non-aggression pact with an AI player, they are able to send troop transports against your planets, yet not break the treaty.

This became particularly ironic when the AI took over one of my new colonies right before my population transfer transports arrived, inadvertently triggering a war I wasn't anticipating.

I can't remember - was this intended to be this way or was this a bug? If the latter, is there some patch available to fix it?

It was always worked that way, usually they just send them prior signing a pact, and as they cannot redirect them, they eventually land. There is some patches from moo1, no idea if they fix it, but its unlikely.
Yeah, I originally thought it was just latent transports that were sent prior to the pact being signed, but then I noticed I was getting invasions far after we were supposedly pacted.

Oh well, I guess it helps balance out the AI disadvantage in a way.
