i seem to have found what i think is a bug, im bleeding 12bc per turn and the numbers the overview for money says that im gaining 4bc and i double checked the numbers it gave on my PC caculator and sure enough i should be gaining 4bc not loosing 12....im not using over the max command points so i can rule that thing out and a third of my planets are on bc production so thats not it either.

Have you advanced the turn?

This game has issues with not updating the Deficit correctly. For instance if you where over command points and scrap a ship, the numbers in that deficit dropdown will not change until you click next turn.

If it is occurring turn after turn then this is not the issue.

yes i tried advancing several turns and i got the same thing, 12bc loss per turn regardless of the numbers adding up to more than im actually loosing. i started another game and noticed it happening again with the same problem and then on the next turn my bc income shot up to +49 even though i only had seven planets across four systems and all but two from that game were freshly settled...truth be told i started several new games to test this out and now it seems to be actually be "rubber banding" all over the place either several turns into a fresh game where im building nothing at all because i like to go with the pre-warp setting and can't build anything that would put me straight into deficit or even in a game thats up to 250 turns in with all but a select few of my planets churning out bc's for me. if the game has a problem not updating the income overview properly or even incorrectly then that is a big problem!

Can you maybe post your save game or a screenshot of the Empire Budget tooltip ?
