I'm trying to play Master of Magic.
I keep getting a nag message warning me that people are about to starve, and asking if I want to let this happen. Yet, the warning does not specify WHERE this is happening. It's a real pain to have to check every single city and village to see which one(s) might be starving. How do you set the game to tell you exactly where starvation is imminent?
How can you instantly scroll from city to city? I've been opening a city page, giving orders, then that page has to be closed and the city tab opened again and another city in the list chosen in order to get to IT's command page....cumbersome, slow, obnoxious. How do you enable it to jump from one city-summary/command page to another, without having to look at a list? Civ 3 does this with a simple arrow button, scrolling through alphabetically.
After you build a superior building, can you destroy the prerequisite building to get the gold back, but still retain the superior building?
How do you cancel movement orders? I've given some long paths for a unit to travel, then have needed it to change course, but nothing I've tried will cancel the old order.
It appears that the whole path has to be executed before a new destination will be accepted.
What series of menus, buttons and mouse actions are required in order to launch a spell attack against an enemy CITY? This should be just as simple, easy and accessible as tactical combat magic.

Your food supply is global, by increasing food supply in any city it will solve any problem with food. (You can do this by changing the focus of your population in the city screen by clicking on your population at different places)
I'm actually not sure if you can scroll from city to city, it's not something I've ever done.
Buildings are replaced automatically.
Click on the unit that you gave an order to and just re-click somewhere else for him to move and it'll overwrite the previous order. (You can probably just patrol him but I can't remember for sure). When you give the new order you should see the foot icons change to your new location.
Just go to your spell book and then to the City Spells section of your spell book and cast away. Most city attacks aren't instant like tactical combat magic.

You cancel orders by selecting the unit and left clicking on the square the unit is occupying.

Oh, I remember you. You are that unhappy guy.
Although it's incongruous with the need for all of the other units to physically travel according to terrain and movement points, I'm definitely glad for the globally-shared food supply. That would definitely be annoying if you actually had to manage each cities' supply vs simply making a conquered/useless city a breadbasket.
You can't scroll among cities in the actual City screen. (I think this is something the modders/patchers at Dragonsword are looking at implementing somehow.)
You can't sell a building back if it's a pre-requisite for another building, and a popup will tell you as much if you try (by clicking on the building you want to sell).
To add to what Hobson's already mentioned, City spell attacks (usually) aren't instant due to the amount of mana required- unless your spell skill is high enough to do it in one turn. I don't have the spell manual handy to see what the lowest-mana-requirement spell is, and whether this is actually feasible anywhen but late game when you'll probably have better things to do with your mana.

Only really started into MOM properly last night and so far I think it has a very elegant interface, certainly compared to a lot of games from that era. Scrolling between cities/units would have been nice though.

I don't think that it's possible to scroll through cities, but you can with units. 'W' or the "wait" button does just that.

As far as the original question goes, "people will starve" usually only refers to your military units, and they're supplied with food that's surplus to that made in your cities. Barring disaster or enemy magic, it's not possible to starve people in the cities, as they will always produce at least enough food to support themselves. That's why there are a collection of farmers at the left side of the city display that cannot be changed into workers.
