Yes; the uncommon Nature spell <span class="bold">Change Terrain</span> will convert volcanoes to mountains.
In fact, a protip: since Change Terrain doesn't affect tundra squares, one great trick is to use Raise Volcano on them, then use Change Terrain to convert them to either hills, grassland or forests as needed.
If you don't have Nature spell books, then you can potentially find them by defeating a Nature node, especially on Myrror. You might get lucky and get the spell, or find it in a tower or lair (once you have those Nature books), or even trade for it.

If you have the Nature spell Gaia's Blessing, that also automatically converts volcanoes to hills. It has a set percentage chance per turn to do so to any volcano square. It even works on Chaos nodes.
Gaia's Blessing is a superb spell if your enemy is a Chaos specialist like Lo Pan. He likes to raise volcanoes and also spam your cities with Corruption. Gaia's Blessing cleans both of those up automatically (although volcanoes still destroy any special resources in a square).
Since you have no nature books, your options are more limited. Specifically, you have one: eliminate Lo Pan before he turns all your lands into volcanoes. :)
