I've seen some posts with the same issue on GOG, the issue also happened on Steam 4 years ago on a reddit post.

Do you have any friends experiencing the same issue on Steam currently?
I know the issue is fixed by disabling fullscreen optimizations, at first it helped, I was able to switch to fullscreen in-game but it took a long time to do so, then I had the bad idea to increase the resolution and it crashed.

In the game launcher I specify that I use full screen, but it doesn't help at all, I've seen people blaming W11 24H2 and that seems to be the reason for this problem, but anyway, it wouldn't be bad to make a ticket so that GOG also does something about it, because if Steam players can play quietly now it would no longer be a Microsoft problem, but a GOG problem. :(

Having the same issue.
The only fix for me seems to be forcing it to minimise by opening other apps from the taskbar to force it to minimise or alt tabbing 15 times.

I've tried all the other recommended fixes out there.

It seems to have been an issue since day one with this game which is a shame.
