Any time I try to start up the game the launcher will 'synchronize cloud saves' for a bit then do absolutely nothing, it's been doing the same thing since the last update
Any clue on how to fix this other than wait and see if any future updates take care of the problem?

Well yea, the current updated version 1.0.9 is reported as borked, so revert back to 1.0.8 via galaxy (manage installation, configure, installation and select the 1.0.8 from the list, letting it rollback and download necessary files). Try it out, hope it helps.

On a sidenote, not sure if disabling cloud saves would have any effect on it anyway. Personally I usually have cloud saves off in general, they might get corrupt way easier during uploading to/downloading from the cloud compared to storing them on your drives.

Disabling automatic updates and downgrading to 1.0.8 helped.
The game starts.
