You can sell or license them at the Distributor, which is the tall pink/purple building above the police station. (Note, if he is busy, just keep coming back until he is available.)
For photograph click on the pictures on the table, for video click on the tv.

Note, for photographs, you need to process/develop them first. Which you do at the video store. This takes some hours and you need to pick them up again later.
