I am on ch3 where you kill the handyman.
Nancy gives out chores, clean room, brush teeth, and finally, take out the garbage.
First two were no problem. Third is an issue, I took the garbage, but I can't get it out of the house, the doors are locked.
EDIT: I went ahead and continued to chapter 4 and then the doors to the outside unlocked. Apparently take out the trash means "sometime this month" rather than "today".
Anyways, I found the dumpster and took the trash from the kitchen there, but I was unable to interact with the dumpster, to open it, to insert the trash in it, or to somehow complete this chore.
EDIT2: Found the solution in online walkthrough. You have to stand just right and open the rightmost top flap.
