I'd rather you made it possible to download mods from the workshop as well. I know it's possible, since some other games do it (e.g. the Shadowrun Returns series). I don't know how it's done, though, since I avoid Steam as much as possible. This is especially important since you have had this game on Steam for some time, and the only mods I know of are only available on Steam.

I've enabled the related option "Enable anonymous game servers to download workshop items". Hope it works. Please try again.

Please use https://steamworkshopdownloader.io. The "Enable anonymous game servers to download workshop items" option works for this site.
