I need to talk with demonkin sailor in tavern but I don't have right dialogue options. At first I thought something is bugged but in one walkthrough I found that I need either be demonkin myself or have at least 5 perception to recognize the sailor. But I have only 3 perception. Is there any way to boost it temporarily? I haven't seen a single item or potion modifying this atribute so far. Is it over?

All right, I found amulet of elemental attunement which gives +1 PE and got another +1 from Stargazer perk.
