I finished all three main missions with the Heroes and now I'm doing the Villain main missions. I finished The Riddler's Revenge and wanted to start Power Crazed Penguin, but it's not letting me. I can run over and start The Joker's Return, but if I go back to the Power Crazed Penguin mission, it's not giving me the white arrow to jump into the submarine. I also noticed that all the characters that I've unlocked are running around except The Penguin and Two-Face. They are nowhere to be seen. I switched back to the Batcave and checked the three missions and all are marked 5/5 and I watched the credits for those 3 missions.
