I'll hover over new game or continue and it wont "Highlight" for a couple seconds and it seems like there is a delay when pressing the keys. When gates open and enemy's attack the animations seem fine so??? i'm using a TV as a monitor I have AMD A10 8GBram Etc...

Are you using wireless input and/or do you have any special drivers or settings for input? It sounds like there's a delay on the input side but the game is otherwise processing normally. It might be worth starting the system in safe mode to see whether the input lag still happens then. If it doesn't, there's probably a driver/setting issue.
