Why? DrayKurySo already answered this: Because he wants to have it smaller. There's nothing more needed when talking about personal taste ;-)
I want it windowed because I could move it to the second display and because otherwise it messes up my other windows and because I can't see all my informational gadgets, reminders, chat sessions, mail client and browser anymore if occluded by some fullscreen application. But this all isn't helping the topic either, so I'll stop reasoning and start helping.

If it's just "having it smaller" you could tell your graphics card driver (or monitor, sometimes it's configured to be handled by the display itself) to not scale smaller resulutions to fullscreen. You would have a small, but native resolution in the center of your screen surrounded by a black background.
As I have nVidia, I can tell you where to find it in the nVidia Control Panel: Just go to the "Display" section and chose the "Adjust desktop size and position" element. There you will find some tabs, one labeled "Scaling" where you can chose between:
- "Aspect ratio" will scale your image to the maximum possible size and create black bars where it doesn't fit the displays aspect ratio
- "Full-screen" will scale your image to all four edges of your display and possibly "squeeze" it to fit, if aspect ratios don't match
- "No scaling" will center the image on a black background as said above.
There's a checkbox to enable "Override the scaling mode set by games and programs" in case the game doesn't care about what you set there.
