actually you need just FPS limitter. By video driver, custom driver tool (NVinspector, no need for Radeon)(NV long ago befome much worse than Radeon - in hardware and drivers quality-stability) or 3rd party wrapper like RivaTuner RTSS (don't confuse it with MSI Afterburner -they unrelated entirely, MSI bundle it for no reason, hqve issues with that - uninstall both and reinstall only RTSS from its official download link).
