I use Windows 10 and first could not run Soul Reaver 2 at all (crashed in the intro scene). I looked around for solutions and found this on the steam forums which worked for me like a charm (link to original post: http://steamcommunity.com/app/224940/discussions/0/1480982971165832255/ )

1. Go to http://reshade.me and in main menu go to d3d8to9
2. Download the newest release of the d3d8.dll and paste it into game folder

Also setting bit depth to 32 fixed my troubles with viewing the intro scene.

Works about 10% of the time, at best, but it does help to actually get up and running. Play it in one sitting, if it starts up. It may not work again.
