Unfortunately I haven't watched Linda Walker's Trial and although I got the case file of Liam and Daisy Collins, I cannot proceed the case.

I visit the docks but the man with the hat does not respond.

Does it mean that I cannot solve the case? I must play the game from the beginning?

Aside from getting the case file, did you follow up on all the previous victims, as well as Percival McDonaugh? Check your casebook in the "clues" section, you should have:
Mrs. McDonaugh's Testimony
Serving Girl's Testimony
Mrs. Williamson's Testimony
Ruby's Testimony

And you should also have found the blood-soaked letter.

Grundislav: Aside from getting the case file, did you follow up on all the previous victims, as well as Percival McDonaugh? Check your casebook in the "clues" section, you should have:
Mrs. McDonaugh's Testimony
Serving Girl's Testimony
Mrs. Williamson's Testimony
Ruby's Testimony

And you should also have found the blood-soaked letter.
I have all of the above except McDonaugh's testimony, but it's "not a good time" to talk to her again.
Oh, I have both the bloody letter and Collins police report but still no suspects, go figure. You'd think the police would be able to do the minimal brainwork and identify someone as suspect after having both their name and written admission of guilt, but no...

[you might also think that a detective who started the chapter by working out the modus operandi of a killer would notice that the crime scene does not match it, but apparently that too is too much...]

You should have gotten a blank piece of paper from Dr. Edwards. Look at the red books in McDonaugh's office, which will allow you to ask Mrs. McDonaugh about his interest in cryptography. This will then allow you to perform an action which will lead you to being able to receive the testimony from her.
