The solution is to bring all three buttons on an altar in one line. The inner, middle and outer ring turn certain degrees if the button on that ring is activated. The altar on the lower right of the map turns each ring for 45 degrees (like written on the button itself) while the altar on the upper left of the map features buttons that turn the rings 30 degrees. Now the clue: Both altars are connected. If you turn a ring on one, the corresponding ring on the other altar turns as well for exactly the degrees written on the button you used. By using both altars you have the option to either turn a ring for 45 or 30 degrees. That's all you need to align the buttons in one line (and with it the scene carved into the stone rings)
