Haggle is like... bugged

I don't understand htf this works. I saved just before entering a brand new store for the first time at Sortiga. Everyone has sole focus on Haggling. I go in and click and drag the Nudberries over Aren. Suddenly his Haggle skill goes up and some of the items get cheaper. Then I click and drag the drum over Aren. It gets cheaper. I click and drag all of the other items over the three party members but nothing happens.

I reload and do the exact same thing but nothing happens at all. Not on any of the three characters.

I reload and click and drag the item over Kaelyn instead. Now HER Haggle skill went up. And the same thing happens with the drum. Reload. The next time nothing happens to Kaelyn but it works with Aren instead. Reload. The next time, neither of them trigger their Haggle skill but William does.

Next I go to the inn shop, but none of their initial prices have changed at all. I try clicking and dragging the wine over a character. Nothing. I reload and follow all the same steps to this point, then click and drag the wine. It got a little cheaper, like by 3 or 4 burlas. It's almost as if having a maxed out Haggle skill makes no difference.

Like WTF is going on?? The skill only seems to trigger one time... per character... per store... per item... per chapter... at complete random. And if it doesn't trigger, you get absolutely no benefit whatsoever. I have never seen a skill more useless or inconsistent before in either of these games. Even Foraging is more reliable, and you'll almost never use that one.
