What does the patch "patch_kingdom_come_deliverance_1.6_(21752)_to_1.6_HD_(21801)" actually do?

Is it to be run prior to running the HD texture and voice packs? Is it to be run afterwards?

Are the HD packs already included in KCD 1.6 files and this patch "activates" the HD abilities?
