The patch installer freezes and the log says:

Do I have to install the new versions of the HD packs before the patch?

no thet hd packs has nothing to do with the patches,
you can install them when you want i think.

Sounds if your folder is read only?
Try to start the installer or gog with admin rights.
Or try to repair the game files first

Can confirm, I actually installed HD textures only to uninstall them after a few hours of gameplay. They were too much for my compie.

I was rather worried about the effect of the uninstall on game's stability, but so far (about 20 hours later or so) no negative effects. For once things work as intended.
