during the introduction to camera controls, i am told to use the mouse wheel to tilt the camera up or down.
problem is i don t have a mouse wheel! i can use the camera in all other respects but i cannot tilt it.
can anyone tell me if there is an alternative way of tilting the camera?

Have you checked the control setting in the game option menu?
