Perhaps someone has a solution by chance?
JustCause.exe does not start with an internal INTEL HD4600 (error: maybe no SM 1.1 support!), although it has a shader model 5.0 support!
(Win10x64, 16MB, i5-4610M with HD4600)

"Just Cause 2" runs without any problems on this graphic-adapter!

This is not a really urgent request, it's more a question of interest! :-)

While I don't have a solution to your problem, I'd like to state that Just Cause does work on Intel HD4600 and it runs nice and smooth with all graphical settings to maximum.
[Win7 HP x64, i3-4000M, 16GB dual-channel RAM]
Add this command line to your JustCause2.exe shortcut: /dxadapter=0 <<< for your main dedicated card
Add this command line to your JustCause2.exe shortcut: /dxadapter=1 <<< try this for your internal card (no guarantee).

When running the benchmark you should then see which card is used. But really, playing with the internal card will most likely give you a choppy game experience, but if that's what you like then go with it...

You can also set a framerate limit with

/frameratecap=60 [or xx] /filmgrain=0

For just Cause2
Here are launcher settings from steam to disable some graphics settings and think the old film look filter, framecap 30. /frameratecap=30 /filmgrain=0 /aniso=0 /hbao=disable /posteffects=disable vsync=off /fovfactor=1.0 /shadows=off

there is also a failsafe option: /failsafe

Maybe find the specific graphics driver people used to run it. I may have ran mine at 800x600, not intel gfx. Even windowed vs. fullscreen

Maybe make sure Sound card drivers are configured correctly.
