Is this happening to anyone else? I can't even pull up the overlay when in game, let alone get any achievement notifications. What gives? I'm going to refund if this isn't fixed, super annoying for me personally.

I requested a refund. Not having achievement notifications pop is for me, a deal-breaker. If this ever gets fixed, I'll buy again, but for now I'm just going to stick to Steam for this one.
