I downloaded the manual for Jazz Jackrabbit 2 off the game goodies page but it is written entirely in German; I can't read German.

Is there an English version of the manual that GOG provides somewhere? I found the original ones with the comic scans but I'd like a copy of the GOG one in english too for consistency.

The manual is not written entirely in German; it features six different languages. The second page of the pdf is a table of contents, and the English translation begins on page 11.
