Try playing in windowed mode; fullscreen options are somewhat limited, because they're based on what your graphics card's drivers will tell the game is allowed, and a lot of modern cards tend to ignore the case of resolutions lower than 640x480 by default. (They also tend to ignore any weird, nonstandard sizes, though you can often manually set them up in your driver settings. For instance, I tend to play in a nice, 16:9 widescreen 800x450 size, since the Plus patch adds support for sizes up to 800x600, and adding the extra width seems to work totally fine with most levels)
In windowed, you should be able to select a variety of built-in sizes, including 320x200, the original resolution of Jazz 1.
