I'm getting frequent frame rate issues in Jazz Jackrabbit. I tried setting different amounts of CPU cycles in one of the .conf files for DOSBOX but it does not improve the situation. Is there a setting I overlooked in the .conf file?

I solved the frame rate issue by updating the DOSBox that game came with to 0.74-3 and setting the output in the dosbox_jazz.conf file to opengl. Despite the game being much smoother now during scrolling, I have a new issue, and that's screen tearing. Is there a way to enable v-sync in this game or in DOSBox?
