I'm trying to plant dynamites behind tanks, but it seems impossible to do it. Night time + camo + hiding behind bushes = my mercs are practically invisible until within a few squares range, but for some reason, the tank north can still see my merc once he gets within a certain range, even when I'm sneaking in from the back.

Do they have an all-around detection system that prevents them from being snuck up on?

As I recall, vanilla JA2 (aka 1.12, not 1.13) uses a 360 degree vision, but there should be a hotkey that allows you to see enemy visual range (end, home, insert, delete or one of those, but not really sure). I also think that the tanks have a minimum range needed to shoot at you, though can't recall whether it's only for the canon or for the machine gun as well.
So, it is doable, but not that easy. You may want to try some distractions as well, like firing from behind a wall, but tanks do get a huge minus in their "hearing" check.
Ah okay thanks for confirming about the 360 view. I think I'm going to experiment with using smoke to see if that actually helps. Yeah now that you mention it, I recall one of the End/Home/Insert keys that shows a coloured grid of their hit ability. I'm going to try messing around some more with the game.
After some experimenting, I've concluded that smoke seems to be the only way to completely conceal a sneaking merc until he's 1 tile away from the tank.

I've managed it in the past, but it is tricky. They see you almost stright off, but As JMich said, if you're close enough then they can't actually shoot you. Basically I had my merc sprint up to the tank and hide behind it. Wait a turn, Drop his explosives, wait a turn, then leg it away while someone else chucks in a grenade.

All in all though, it was more trouble than it was worth.
I couldn't kill them with LAWs because I found very few, and I was conserving my last 2 LAWs for the final sector, so I had to employ the "run, plant, run" tactic for the tanks in Meduna Airport and the outpost sector north of that one. I couldn't be arsed to kill the tanks south of the Airport, so I just snuck past all the guards and silently went into the last sector.

That's the neat thing about JA2. There are no fixed ways to achieve your ultimate aim. If it doesn't get you killed, then it's a viable solution :3

Doesn't Bobby Ray sell LAWs? There should also be a few (or a lot) in the Grumm Munitions Factory (I think), and maybe Tony also has a few for sale.
I think I only got one LAW from Tony; most of the time he would stock on other equipment like 40mm's, FN-FALs and C7s. In my playthrough, sadly, I only ever got 2 from Bobby Rays. Both of them were used for emergency situations. In fact, most of my LAWs were used to blow up holes in walls (when I forgot to equip my team with TNT/HMX/C1) or for situations where enemies crowded in one spot. Only for 2 tanks (one north of Meduna, one in the airport) out of the 5 I fought did I ever use LAWs.

I should have been more specific with the sentence though. "I couldn't kill all of them with LAWs". :P

I found Mortars to be far more effective against the tanks anyway. Usually took 2 LAWs, but I do the same with a mortar and a grenade.
I only found my first two mortars in Meduna Airport. By that time I'd already figured it was a waste of resources to fight tanks, and they don't drop any loot. Better to just sneak past them in the second last sector, and try not to get too badly wounded in the last sector.

I always just used one of those energy booster shots that allowed you to run up, plant the explosive and run away before getting shot.
I used mortars and grenades too. It's an effective combination.
Also if I remember correctly in at least 1 sector you could sneak up to tanks using hedges.

** MINOR SPOILER **
** MINOR SPOILER **

In the sectors to the right of Meduna, there should be a guarded munitions depot that isn't marked on the map. Its one or few tiles off the road so you won't find it while driving west from Balime. Just have to explore the area. Last time I played (vanilla JA2) that place had about 6-8 LAWs at least.
