That's a bit old. And in any case, there no reason to not go to the source.

For latest 1.13 and all things related check Bear's Pit forum. 1.13 is a significantly upgraded and altered version of JA2, to the point it not clearly the same game anymore, almost.
There many mods that rely on, branch off 1.13 or are independently mentioned there.

Then there JA2-Stracciatella project that aims primary on multi-platform support and bug fix, avoiding to change the gameplay.
Eventually it aims to have its own mod ecosystem as well.
