I'm playing JA for the first time and on the first day on the island one of my mercs found a piece of steel. I picked it up and dropped it in my inventory back in the base before starting day 2. Now my question is what can I use it for? Is it supposed to be a (trown) weapon or so?

there are certain groups of items that you can combine to make add-ons for your weapons. I believe that if you combine a steel bar with duct tape and quick glue then you get a barrel extender.

Personally I found it overly complicated and not really worth it. For your first play through you're better off focusing on other stuff.

EDIT: that's for JA2, I think the principal is the same for JA1 though.

Try saving the steel for the M14s and M16s you'll find.
Somewhere in game you'll find a Magnum or Beretta which was modified with a chunk of steel.
In addition to that at some point you will need to modify a Magnum to safely take a sector.
Modified magnums can use a silencer.
