Ok, I think figured this out. This forum appears to cover all variants of Jagged Alliance; I had JA Unfinished Business. I've since purchased the original JA2, and the 1.13 patch appears to install fine on it. AFAICT 1.13 won't apply to JA UB; after I finish JA2 I'll try to confirm that.
Strong recommendation for 1.13, BTW - it makes the game a lot nicer to play:

I've tried to install the 1.13 patch/mod on a GOG Vista64 install. It won't run, complains that it wants the smackw32 DLL. A little googling found this:

... which indicates that this is a codec for 8bit video (presumably renders the animated avatar faces and the video phone calls). Apparently RadGameTools now includes the older Smacker functionality in their newer Bink codec product; looking in my install folder, I can see I have binkw32.dll, so something (not sure if it was the GOG installer or the 1.13 patch) put it there.
So I'm curious; for those of you that have 1.13 working, do you see the Bink or Smacker DLL codec in your install folder? I know GOG updated the installer at some point in 2008; maybe the earlier one used Smacker? Or maybe Bink is used on Vista systems?
The game is entertaining, but aspects of the interface are aggravating; having to mouse-over square-by-square to find grids that the merc can actually see is maddening (and not very "realistic"). I really like the feature shown in the two images here:
