I own the game on Steam but have had lots of issues running it (actual issues related to steam I think and not the game), but is the content the same? I'd be prepared to buy it twice if it has more content and it runs on Windows 7 64 bit easily.

The content, in terms of in game content, is the same.

In terms of extras both GOG and Steam versions come with the soundtrack, GOG does offer a few more extras like artworks, artbook, wallpapers, etc.

GOG version works flawlessly for me (Win7 64).
So this unlike the Steam version actually is playable? Good to know.
in the steam version you need to switch the name of the executables.... i am @work but i think you must skip the launcher in the steam version and rename the normal executable ex.: jadeempire.exe -> jadeempirelauncher.exe to get this run properly with steam
