I got stuck at one point in the game, therefore I referred to the walkthrough and discovered the reason I can't make a progress - some characters in my game simply don't exist. The Chinese man for example is not at the entrance to the laundromat, nor anywhere else. I spoke to the hotel boy who recommended me visiting the Chinese laundromat, I also spoke to the lady inside about the Chinese man, but he is still missing. Also the bouncer at the entrance to the casino is missing too. Any ideas?

I had the same problem, I had the Chinese fan and the manuscript and I was roaming all the locations hoping that finally when I returned in front of the laundry the Chinese would appear. I knew about the laundry from a few people, but it wasn't until I gave the newspaper (the one rolled up) to the boy by the lift that the Chinaman appeared.
