Is the shared stash supposed to have a whole page of 40 stack iron bars, a wand, and ancient items for all classes readily available?

Edit: A commander during a surface invasion fell in a hole and just stopped attacking or moving, even when I stood right in front of him. And sometime around the commander stopped moving or attacking my inventory wouldn't allow me to pickup any items though even if two or one slot was open. If three slots were open I could pick up a new item, but if just one or two were open I'd get the inventory full message. It was fixed on game restart.
