Have same issue. Tried the solutions on steam and in this forum. No resolution. I have an oldish laptop but it meets minimum requirements. Dying to play it since I got it!

Already tried:
* disable game overlay
* turn off steam
* run breach.exe from the game folder
* repairing and downgrading

Version 1.0.16 (06 March 2018). Win 10.

Also crashing for me. Tried following instructions on supprt forum. Immediately ran into a wall. It says "When installed from Galaxy: Click on game, go to more -> other -> etc... there is no "Other" in the more menu....
Well, okay, the devs released version 1.0.17 (http://www.subsetgames.com/forum/viewtopic.php?f=23&t=32853) which should fixed most of the startup releated bugs.

It didn't help me =/

But I found a log file in C:\Users\[NAME]\Documents\My Games\Into The Breach\log.txt where were some problems with openGL version.. first thought was WTF?! FTL?! ITR?! Then I'd just updated my video card driver.

Well, the game is at least starting now :)
I did have the same constant crashing on start up issue.
deselecting the overlay did work for me: more > settings > in-game overlay

( I know you've said switching overlay didn't work for you, but I'm repeating it for the people like me who missed trying this step even after multiple reads..!!! :) )
I posted my the issue on the Subset forum and they were very pro active in sorting it for me. There is now a beta channel via galaxy that you can opt into that sorted it for me.
I updated my nvidia card. I updated everything except Nvidia GeForce Experience. Now a windows firewall message popped up and I could allow. Now Into The Breach, FTL and Darkest Dungeon are working and not crashing on startup.
No windows firewall message for the other 2 that are now working.
