Is there a way to choose what notifications show up on the right?
Like can we turn off population increase notifications and the like?

You can change the way notifications are displayed (which and how) in the 'Game Settings'. If you choose "Do not show" in the 'Non Critical Notifications' setting, only critical notifications will be presented, and I believe the pop increase notifications are not displayed.
