In case anyone wants to decode or recompress the old version of SMK video files that this game uses, I was able to find with the help of folks over the Trespasser forums (another game that uses it) an older version for the installer of the RAD Video Tools released circa 2000/2001. Interstate 76 is capable of playing the files created with this version.
I was able to shrink the game's installation size down to 150MB with this tool.
I never re-watch the movies since I finished the game multiple times. I was only interested in keeping the game installed on disk at all times instead of having to reinstall it all the time, now it just sits there occupying the fewest space as possible.

I shall not include the "modified" movies and music files here since that could classify as piracy (I guess)
But these tools will allow you to modify the game according to your needs.

Last but not least, I also uploaded a copy of the executable files for my game patched up, no game copyrighted assets here, so this link does not contain piracy material, it's only the executables and files in the game's root directory (no music, no maps, no graphics in this)
This is simply a mirror of the "20 FPS Patch" version 4.0 released late 2019.
Given the "nightmare" that it is to get this game running, this should provide an easier kickstart for people that want to enjoy the game hassle-free.
